It must be borne in mind that York is low-lying and is likely to flood badly in the future.

That's a good point. Although the authors say the criteria for selection included "Places that do not need to expand into flood plains" it's hard to see how that was applied in this case. As we all know, York is flooded just about every year as it is and 750,000 more homes would seem unlikely to alleviate that
